You need to design the database – that just takes thought and, maybe, paper and a pen.
Designing the web page requires graph paper.
Developing the web page needs paper.
Once you’ve done all that, you enter the code for the page into a file, create any graphics and create the database and tables.
Developing a web site is something you do in your mind, not on a computer. Playing at web design is something you do without first developing it.
